MISSION STATEMENT AND OPERATING PHILOSOPHY

MISSION STATEMENT:

The Northumberland Children's Services Committee is committed to planning and implementing services for all children, defined by and responsive to the needs of families and children in Northumberland County. Further, we are committed to facilitating a collaboration of service providers to achieve the most effective and efficient use of resources, and to achieve the best possible outcome for the community.

OPERATING PHILOSOPHY

  • To represent all children in the county whose quality of life is, or could be threatened by special needs, adverse circumstances or barriers. 

  • To share resources effectively to achieve goals. 

  • To provide a service defined by, and genuinely responsive to the families and children of Northumberland County. 

  • To facilitate education on services and resources available to children in Northumberland County 

  • To provide advocacy around children's services issues in Northumberland County.

NORTHUMBERLAND CHILDREN'S SERVICES COMMITTEE

MANDATE

1. To act as the planning, co-ordinating and implementation body for children's services in Northumberland County.

2. To encourage and support the participation of parents, youth and community members in the work of the Committee.

3. To identify gaps in Children's Services in Northumberland County and address them.

4. To foster the co-ordination and collaboration of service providers to achieve the best possible service outcome for the community.

5. To be accountable to: 

  • The children and families of Northumberland County to improve effectiveness and access to services

  • The community of Northumberland County for more effective cost-efficient use of resources

  • Act as advocates for children's services in the County which includes; promotion of prevention activities which will either reduce known risk factors, or increase children's resistance to those stressors, and to conduct periodic community forums to increase awareness and understanding of issues, resources and developments in the children's service system

  • All members of the Children's Services Committee through sharing information on programs, services, and special events offered by individual service providers. info NORTHUMBERLAND will be used as a vehicle for this. Where there is to be a change in services, committee members will report faithfully to the committee prior to the change for discussion at the committee level.

NORTHUMBERLAND CHILDREN'S SERVICES COMMITTEE

GUIDING PRINCIPLES OF DECISION MAKING

In considering alternative courses of action and in making decisions, our committee will use the following criteria as guiding principles:

1. That this decision is in the best interest of children and families

2. That the decision leads to an improvement in service

Membership Criteria

Membership is open to service providers whose services have some bearing on the children's service sector. Membership means a commitment to regular attendance at monthly meetings. The Executive Director of the Agency or one named delegate should make representation at the meetings. Strong parent and youth involvement at the subcommittee level is essential. Individual subcommittees are responsible for recruiting and encouraging involvement from the parent and youth sectors.

Executive Committee Structure

The Executive Committee will be comprised of a chair, a vice chair, and a secretary. These positions will be two year terms to be reviewed and voted on at the June meeting of every odd numbered year. New positions will take effect the following September.
